? about Buffalo R. Woolum -Tyler Bend

We noticed there are many fields on both sides of the river. We walked up in several looking for wildlife. One field about half way point on river left we saw cows. Is this private land or does the NPS allow them to run cattle down there?
I could tell all the fields had been cut for hay and that there were well traveled roads in them and lots of places were they were driving to the river. most of these were river right (south side). Do these roads and fields have vehicle access open to the public? I was under the impression they weren't. One spot we noticed was well used on river right. It had several fire pits and a road coming down to it. Looked as if people were driving down and camping.
