The Surly is by far the superior option between those two. Raleigh, sadly a name with a storied history, is no longer made in the UK, but are simply re-badged generic aluminum frames mass-produced in Asia. The Surly will also retain better resale (it has a loyal following that no longer exists for Raleigh) and a steel frame, which... well... call me a traditionalist but especially for touring/commuting I think is a more comfortable, durable, classic material.

I have a Giant FCR Alliance bike for sale. Composite carbon and aluminum. Has about 330 miles total, 2008 model, mens large size. Includes computer. Will take 750$, firm.

Crosscheck. I built one with the Shimano Alfine internal hub and it's a great commuter. You can't go wrong with the Crosscheck.
