paddle jacket H20 resistance.
I just bought and I.R. paddle jacket. Not a dry top, but I like it. Could I use some kind of silicone spray\water repellant on it to make it more effective against a cold splash? OR woudl such a spray do more damage to the jacket? Thanks

A quick check of the IR site concludes that all the tops there use "Breathable" fabrics.

Breathable fabrics need to be treated with care not to plug the micro holes
Special wash treatments will greatly increase the waterproofness with out harming
the breathability. I had mine done last spring when they replaced the gaskets,
so I don't remember what the name of the home use product was I used a few years ago.
I am sure someone will suggest what you can use at home in your washing machine.

I just washed and renewed the DWR coating on my dry top and dry suit.
McNett makes a bunch of products and so does Nikwax.
The new DWR coating made a big difference to my dry top. It had been wetting out and it felt like water was coming thru the fabric onto my arms. Now the water beads up and rolls off the fabric.
Doing the wash and DWR treatment takes special care and gentle handling. I used the recommended special wash liquid along with the DWR liquid.
The best advice is go the the website for the manufacturer of the garment you are working on.
On the dry top I used a DWR coating that you just air dry.
On the kokotat, they recommend a different brand and drying the garment in a dryer or hand ironing the garment. I looked at several msg boards and there is concern that the latex seals can be damaged by too much heat.
I hand washed both garments for safety.
I used our dryer's super low heat to get my dry suit mostly dry and for a few minutes, kicked it up a notch for the final dry just to get the fabric feeling hot. Applied 303 to my gaskets and they look ok (two years on these gaskets so I was a bit concerned).
Bottom line, refer to the manufacturer's care instructions and be very careful when you wash and dry the garment.
But
based on my dry top renewal - wash and new DWR is a very good thing.
