Lake Norrel Acces- open or not?

Does anyone have any more info on the ability to access Lake Norrel spillway legaly? I haven't been up there since people said that "No Trespassing" signs were posted by Benton. :kayak:

It is posted no trespassing but I am sure the signs won't keep people out.

I went up there and hiked the whole thing and never noticed I walked right by signs until someone pointed it out. They were mad the signs were up too!
